Zinovsky: Doing Business top 30 difficult yet achievable target for Belarus

MINSK, 26 October (BelTA) – Making it to the top 30 on the Doing Business rankings by 2020 is a difficult yet achievable target, Belarus' Economy Minister Vladimir Zinovsky told journalists, BelTA has learned.

“Moving 13 notches up in the Doing Business ranking is a good result achieved thanks to the meticulous work of the government to implement the instructions of the President. For the time being we are satisfied with the 37th position. But we cannot rest on our laurels. We must move ahead,” Vladimir Zinovsky said.

“We can make it to the top-30, but we have to remember that moving to the 27th position from the 50th does not mean similar upward movement next year. Each country seeks to improve its positions, and therefore, a lot needs to be done to get into the top 30. Many indicators in various fields are measured,” the minister stressed.

Belarus will continue working on all indictors which are assessed by the World Bank when drawing up the ranking. Belarus will pay particular attention to those positions where no significant progress has been achieved yet, and will explore the experiences of the countries that score high in the ranking. However, the minister stated, it is important to take into account the particularities of the national economies of different countries.

Belarus made the biggest progress in the Getting Electricity indicator, up 50 notches. The country simplified the procedures for connection to the power supply grid through the introduction of a one-stop shop principle.

“Unfortunately, we have worsened our positions across some indicators. We need to carefully analyze the situation and take measures for further development. We have the potential to do better across a number of indicators. For example, we are preparing regulatory assessment of the impact of legislation on business. Any document, including a draft law or a draft decree, must be assessed in terms of how it will affect business, whether it will make doing business easier,” Vladimir Zinovsky said. In addition, work is underway on informatization of the services provided by government bodies, on the simplification of the tax system.

As was reported, Belarus is ranked 37th in the Doing Business ranking 2017 among 190 states. Last year the country was 50th. According to the latest report, Belarus is highlighted among the ten economies that have achieved the biggest improvements in their business regulations this year.
