Continuity of the Constitution is the foundation for the stability of the society and the state, Chairman of the Belarusian Constitutional Court Piotr Miklashevich said when opening the international conference “Constitutional Control: Trends of Development and Improvement” dedicated to the 20th anniversary of the Constitutional Court of Belarus, BelTA has learned.
According to Piotr Miklashevich, the last time the changes were introduced to the Belarusian Constitution was in 1996, in a national referendum, when there was such a need. "As time has shown, the changes were timely and allowed establishing a stable, coherent interaction between the branches of power and facilitating the dynamic development of the country as a whole. The general rule is that the continuity of the Constitution is the foundation for the stability of the society and the state,” Piotr Miklashevich said.
Piotr Miklashevich noted that the Constitution should not deter the country's dynamic development. "If public relations get ahead of the constitutional provisions, and these provisions impede progress, they need to be changed. The Constitution of Belarus protects the rights and freedoms of the citizens. What we need to do is to enforce all its provisions," he said.
"In the light of the globalization and new challenges we need to constantly examine the ongoing processes and increase the effectiveness of the constitutional control in order to protect the dignity, human rights and freedoms of citizens. It is important, taking into account the international and European standards in the field of human rights, to preserve the constitutional identity, to further the constitutional development of our countries, taking into account the historical national traditions and values of peoples,” he said.
A letter of greetings to the participants on behalf of the President of Belarus was read out at the conference.
The event brought together the chairmen and judges of the constitutional courts and bodies of equal jurisdiction of Armenia, Azerbaijan, Bulgaria, Georgia, Kazakhstan, Latvia, Russia, Tajikistan, Turkey, Vice-President of the European Commission for Democracy through Law (Venice Commission), the Chairmen of the CIS Economic Court, Eurasian Economic Community Court. The conference discusses the role of the constitutional control in the protection of the dignity, rights and freedoms of man, development trends of constitutional justice.
