MINSK, 16 December (BelTA) – Kazakhstan's presidency in the Commonwealth of Independent States in 2015 will be aimed at fulfilling the existing commitments, BelTA learned from Yergali Bulegenov, Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Belarus, Kazakhstan's plenipotentiary representative in CIS agencies. Yergali Bulegenov presented the concept for Kazakhstan's presidency in this international organization and the action plan to implement the concept during the session of the Council of plenipotentiary representatives in CIS agencies on 16 December.
The diplomat assured: “The concept is balanced. It will continue what was done already in the Commonwealth of Independent States during the previous presidency terms. The concept is geared towards fulfilling the decisions and agreements that exist already”.
In his words, Kazakhstan will contribute to raising the respect for the CIS, including as a political platform where the CIS heads of state can discuss any issues and make the relevant decisions.
Held on 16 December, the session was focused on discussing results achieved by the Council of plenipotentiary representatives in CIS agencies in 2015 and plans for the Council's operation in 2015. As many as 13 sessions of the Council took place in 2014, including one session that involved members of the Economic Affairs Commission under the CIS Economic Council. These sessions tabled 37 items relevant for various spheres of cooperation. These items were primarily connected with the formation of draft agendas for sessions of the CIS Heads of State Council, the CIS Heads of Government Council, and the CIS Foreign Ministers Council. Acting within its competence the Council of plenipotentiary representatives in CIS agencies paid attention to control over the implementation of the documents adopted by supreme CIS bodies.
Sessions of the Council of plenipotentiary representatives also tabled pension support for citizens of the CIS states, the progress in inventorying the legal base of the Commonwealth of Independent States, the preparation of draft documents on implementing the free trade zone treaty, the implementation of documents on cooperation in migration affairs. Among other things members of the Council of plenipotentiary representatives paid attention to the appointment of heads of the monitoring missions that were sent to observe presidential and parliamentary elections in the CIS member states.
In turn, Sergei Lebedev, Chairman of the CIS Executive Committee, CIS Executive Secretary, remarked that the year 2014 was a complicated one for the Commonwealth, however, the operation of the Council of plenipotentiary representatives was effective thanks to the desire to preserve and improve cooperation.
