Stays of health for the Belorusse children in France

La France et la Biélorussie ont signé un accord - entré en vigueur le 2 octobre 2009 – relatif aux modalités de séjour de santé en France d'enfants mineurs biélorusses. Il prend en considération les conséquences néfastes à long terme, en premier lieu pour les mineurs, de la catastrophe survenue en 1986 à la centrale nucléaire de Tchernobyl et tend à contribuer au bon déroulement des séjours de vacances en France destinés à l'amélioration du bien-être des enfants. Les frais de voyage en France, d'assurance, de séjour des enfants et des accompagnateurs sont pris en charge par les associations organisatrices et les familles hôtes. Cet accord définit un cadre officiel visant à assurer la protection des mineurs en formalisant des initiatives prises par des associations françaises depuis de nombreuses années.

Mais déjà en 1996 et 1997, l'Ambassade de France en Biélorussie avait financé le voyage en France de 150 enfants biélorusses chaque année accueillis par des familles regroupées en associations. Depuis, tous les ans, l'Ambassade de France poursuit ses efforts visant à faciliter ces séjours en délivrant gratuitement les visas aux participants. Ces dernières années, leur nombre a fluctué entre 400 et 600. Ils étaient précisément 414 enfants et 32 accompagnateurs en 2010.

Pendant l'été 2011, 472 enfants accompagnés de 38 adultes sont attendus en France pour effectuer des séjours destinés à améliorer leur état de santé. Ces voyages sont organisés à l'initiative d'associations et de collectivités locales biélorusses et françaises. Les enfants sont originaires des régions de Gomel, Moguilev et de Minsk. Ils seront accueillis dans des familles vivant dans les régions Nord-Pas-de-Calais, Alsace, Basse-Normandie, Ile-de-France, Limousin et Aquitaine.
