Ženevoje prasideda Lietuvos skundo dėl Baltarusijos AE projekto nagrinėjimas - 15min

Ženevoje kovo 20–21 dienomis JT Konvencijos dėl poveikio aplinkai vertinimo tarpvalstybiniame kontekste (Espo konvencija) įgyvendinimo komitetas nagrinės Lietuvos skundą dėl Baltarusijos veiksmų plėtojant atominės elektrinės projektą atitikimo konvencijos reikalavimams.

 

Lietuva skundą Espo konvencijos įgyvendinimo komitetui pateikė 2011 m. birželio mėnesį. Lietuvos vertinimu, Baltarusijos veiksmai prieštarauja šiai konvencijai: Minskas iki šiol nėra pateikęs atsakymų į keliamus klausimus, nebuvo surengti viešieji svarstymai bei dvišalės konsultacijos, tuo tarpu projektas vystomas toliau.

Atkreiptinas dėmesys, kad Baltarusija jau 2009 m. sausio mėnesį pradėjo parengiamuosius atominės elektrinės statybos darbus Astravo aikštelėje 50 km nuo Lietuvos sostinės, tačiau dalyvauti poveikio aplinkai vertinimo procese Lietuvą pakvietė tik 2009 m. rugpjūčio mėnesį. Espo konvencija numato, kad tik atlikus visas poveikio aplinkai vertinimo procedūras, atsakius į poveikį patirsiančių šalių klausimus ir suorganizavus viešuosius svarstymus galima pradėti realius tarpvalstybinį poveikį galinčio turėti objekto statybos darbus.

Lietuvos užsienio reikalų ministerijos duomenimis, Baltarusijos veiksmams prieštarauja ne tik Lietuva, bet ir Europos Komisija, kuri raštu informavo Minską, kad poveikio aplinkai vertinimo procedūrų su Baltarusija pagal Espo konvenciją dar nebaigė, nes turi klausimų, į kuriuos Baltarusija turi atsakyti.
